      Would not be such a bad (unsafe) place to live if the mngr. would enforce property rules! The owner should get with certain residents to get involved with and know whats going on around the property in order to better know how he may help his mngr. provide a safe,orderly, and clean property!!!! Communication and working together is key.God bless that place!!
